Rules of the Club
Rules - 2008
1. NAME
1.1 The Club shall be “ST. ANDREW'S GOLF CLUB".
1.2 The Club distinguishes itself by its setting along the Maraval River in the Moka Valley, an essential watershed in North Trinidad. In recognition of the need to preserve the integrity of this watershed the Club shall engage in conservation through the practices of remediation and reforestation of the surrounding lands, as well as demonstrate a shared awareness and responsibility for the environment through the use of cultural practices in the management of the golf course which protect the native flora and fauna.
2. MEMBERSHIP
2.1 Limit of membership, other than Life Membership, shall be at the discretion of THE BOARD OF MANAGEMENT
2.2 Members shall comprise:-
(A) VOTING MEMBERS, who shall be the only members entitled to vote at General meetings and propose or second nominations for officers and other members of THE BOARD OF MANAGEMENT, and who shall be:
(i) GOLFING MEMBERS, either ladies or gentlemen, who shall be entitled to all the privileges of the Club.
(ii) LIFE MEMBERS, either ladies or gentlemen being already Golfing Members who have purchased a Life Membership on the terms and conditions set out in the Schedule to these Rules (which shall be deemed part hereof) and who shall be entitled to all the privileges of the Club.
(iii) HONORARY MEMBERS, who may be admitted to membership of the Club at the discretion of THE BOARD OF MANAGEMENT for any period.
(iv) FULLY PAID UP MEMBERS, either ladies or gentlemen being already Members who have reached their 80th birthday and who have been members for 25 years or more.
(B) NON-VOTING MEMBERS, who shall be:
(i) JUNIOR GOLFING MEMBERS, either girls or boys, who shall be 7 years old and under 19 years of age, and who shall not be permitted to play in a senior competition until having achieved a properly constituted handicap of 27 in the case of girls and 17 in the case of boys. Junior Golfing Members must give way on the course to voting members unless such Junior Golfing Members are qualified to enter senior competitions or are accompanied by a voting member. A properly constituted handicap means one that is calculated from a minimum of 20 scores off the blue markers for boys and off the red markers for girls.
(ii) SOCIAL MEMBERS, either ladies or gentlemen, who shall, subject to Rule 3.8, be entitled to the privileges of the Club, excepting the right to play Golf and the rights reserved to Voting Members.
(iii) OVERSEAS MEMBERS who shall be over the age of 18 and ordinarily reside outside of Trinidad and Tobago.
(iv) TEMPORARY MEMBERS who may be admitted to membership of the Club on such terms and conditions as THE BOARD OF MANAGEMENT may decide.
(v) CORPORATE MEMBERS. A company may on payment of a fee to be fixed by THE BOARD OF MANAGEMENT be admitted as a Corporate Member. On its being so admitted one or more of the Company's employees may be admitted as Golfing Members. Such employees will be subject to all the rules relating to application for and election to membership except that no entrance fees will be payable by them. On any such employee ceasing to be a member, the Company may designate another employee who, on election to membership, will pay the annual subscription payable by Golfing Members but no entrance fee.
2.3.1 ELECTION OF MEMBERS.
Candidates for admission to membership of the Club shall be elected by means of a ballot by THE BOARD OF MANAGEMENT, which shall be held at such times as THE BOARD OF MANAGEMENT may appoint.
2.3.2 PROPOSAL OF A CANDIDATE BY MEMBERS.
Each candidate for admission to membership of the Club shall, after signing an application form, be proposed by one Voting Member and seconded by another Voting Member, both of whom are personally acquainted with the candidate. Only members of THE BOARD OF MANAGEMENT may propose and second Junior Golfing Members.
2.3.3. CANDIDATES.
A Record shall be kept by the General Manager/Secretary of the name, address and occupation of each candidate for admission to membership of the Club.
2.3.4. NAME TO BE ON CLUB NOTICE BOARD SEVEN DAYS.
The General Manager/Secretary shall post the applications of the candidates to be balloted for on the Club notice board SEVEN days before such ballot takes place. Any member objecting to the election of a candidate shall so notify a member of THE BOARD OF MANAGEMENT giving his reasons.
2.3.5 VOTING.
Voting papers in a form approved by THE BOARD OF MANAGEMENT, with the names, addresses, and occupations or professions of the candidates and the names of their proposers and seconders, shall be sent to each member of THE BOARD OF MANAGEMENT at least SEVEN days before the date appointed for the ballot.
2.3.6 REQUISITE NUMBER OF BALLOT PAPERS.
At least SIX members of THE BOARD OF MANAGEMENT must send in their voting papers to form a ballot.
2.3.7 BLACK BALL.
One "Black Ball" in four shall exclude.
2.3.8 METHOD OF BLACK BALLING.
A member of THE BOARD OF MANAGEMENT wishing to "Black Ball" a candidate will delete his name from the ballot paper.
2.3.9 MEMBER OF THE BOARD OF MANAGEMENT VOTING.
A member of THE BOARD OF MANAGEMENT shall record his vote by sending in his ballot paper to the General Manager/Secretary with his signature on the outside of the envelope, which ballot paper shall only be opened in the presence of the General Manager/Secretary and two members of THE BOARD OF MANAGEMENT or any three members of THE BOARD OF MANAGEMENT.
2.3.10 REJECTED CANDIDATE
(a) No rejected candidate shall be again eligible for re-election until after the expiration of TWELVE months from the date of such rejection.
(b) A candidate twice rejected shall not again be eligible for election.
(c) No rejected candidate shall, at any time, be introduced to the Club.
2.3.11 NOTIFICATION OF ELECTION.
On election of a new member the General Manager/Secretary shall notify the same to him in writing, furnishing him with a copy of the Rules, and requesting him to pay the entrance fee and annual subscription.
2.3.12 ADMISSION TO MEMBERSHIP SHALL NOT BE EFFECTIVE until arrangements satisfactory to THE BOARD OF MANAGEMENT have been made for payment of the entrance fee and initial annual subscription.
2.3.13 RE-ELECTION OF A MEMBER.
Any person duly elected to membership and who has ceased to be a member, (except under Rule 2.6.2) may apply to be re-elected to membership but such re-election shall be conditional upon the applicant not being indebted to the Club for any past entrance fee, annual subscription or any other monies whatsoever. Any person re-elected to membership in the same category to which he/she formerly belonged shall not be required to pay an entrance fee.
2.4 LIABILITY OF MEMBERS.
All members who are citizens of Trinidad and Tobago shall be equally responsible for the liabilities of the Club as between themselves, and the property of the Club subject to such liabilities shall belong to the members for the time being, who are citizens of Trinidad and Tobago.
2.5 MEMBERS INTEREST NOT TRANSMISSIBLE.
A member who is not a citizen of Trinidad and Tobago shall have no interest whatsoever in any property of the Club. No member being a citizen of Trinidad and Tobago, other than a Life Member, shall be reason of his being such have any transmissible or assignable interest, by operation of law or otherwise, in any of the property of the Club. On any such member, other than a Life Member, ceasing by death, resignation or otherwise to be such, all his interest shall survive, accrue and belong to the other members for the time being who are citizens of Trinidad and Tobago.
2.6.1 RESIGNATION OF MEMBERS.
Any member may resign on giving notice of resignation in writing to the General Manager/Secretary but unless such notice be given before the 30th day of January, the member will be held liable for his subscription for the next ensuing six months. When a member is transferred out of Trinidad and Tobago at short notice THE BOARD OF MANAGEMENT may, on application by such member at its own discretion, remit all or part of the unexpired subscription.
2.6.2 CONDUCT OF MEMBERS.
(a) The Board of Management shall appoint a Disciplinary Committee who shall make recommendations to the Board of Management as necessary with regard to the conduct of members.
(b) If at any time THE BOARD OF MANAGEMENT shall after inquiry by the Disciplinary Committee and giving an opportunity to a member to explain his conduct be of the opinion that his conduct is injurious to the character of good interests of the Club they shall have the power to suspend or call upon such Member to resign his Membership by a certain date, and in default of such resignation by such date, he may be expelled from the Club by THE BOARD OF MANAGEMENT who shall notify such Member of this expulsion. A Member so expelled shall have the right to appeal within seven days of the notification by THE BOARD OF MANAGEMENT to a special general meeting through the General Manager/Secretary who shall summon a meeting within twenty-one days after receipt of notice of appeal. Two thirds of the voting members present at the said meeting must support THE BOARD OF MANAGEMENTS ruling for the member to be expelled. The vote shall be taken by ballot.
3. FEES AND OTHER CHARGES.
3.1 ENTRANCE FEE.
The entrance fee payable shall be regulated by THE BOARD OF MANAGEMENT for the time being and is payable in full on election. On application in writing, a member may be permitted at the discretion of THE BOARD OF MANAGEMENT to pay the entrance fee by banker's order in not more than twelve equal monthly amounts during his/her first year of membership.
3.2 ANNUAL SUBSCRIPTION.
Except in the case of Life Members who shall pay no annual subscription the annual subscription payable by each class of member shall be regulated by THE BOARD OF MANAGEMENT for the time being. The annual subscription and playing fee is payable in advance on 1st January in each year. If more convenient, however, it may be paid in two equal amounts on 1st January and 1st July in which case the Annual Subscription and Playing Fee shall be increased to 105% of the Annual Subscription and Playing Fees for that year with 52½ % of such Annual Subscription and Playing Fees being paid on 1st January and 1st July each respectively.
3.3 SHORT PERIOD PAYMENT OF ANNUAL SCUBSCRIPTION.
Members joining after 31st March, 30th June or 30th September in any year shall pay three quarters, one half or one quarter respectively of the annual subscription for the year.
3.4 MEMBERS ABSENT FROM TRINIDAD AND TOBAGO.
A member absent from Trinidad and Tobago for a period of not less than six consecutive months may, at the discretion of THE BOARD OF MANAGEMENT, on application in writing, be relieved of payment of the annual subscription to the extent of one half thereof.
3.5 PLAYING FEES
The playing fee payable by each class of Member shall be regulated by THE BOARD OF MANAGEMENT for the time being. The appropriate playing fee must be paid prior to a Member using the course and the appropriate bag tags must be displayed on the Member’s bag while on the course.
3.6 OTHER FEES AND CHARGES.
Fees and charges for the use of any facility provided by the Club shall be regulated by THE BOARD OF MANAGEMENT, for the time being.
3.7 MEMBERS IN DEFAULT.
On the 1st February and 1st August in each year, a notice shall be sent to every member whose annual subscription is in arrears, and a list of all such members in arrears shall be prepared and presented to THE BOARD OF MANAGEMENT who may order same to be posted on the Club Notice Board. A member whose annual or half annual subscription shall remain unpaid for THREE months shall be liable, by resolution of THE BOARD OF MANAGEMENT, to have his or her name removed from the roll of members.
3.8 ARREARS MUST BE PAID PRIOR TO TAKING ADVANTAGE OF PRIVILEGES OF CLUB.
No member shall be entitled to, and shall not, participate in any of the privileges of the Club until all arrears have been paid.
4. VISITORS
4.1 OVERSEAS VISITOR.
An Overseas Visitor, being a person who has not resided in Trinidad and Tobago for a period longer than three consecutive months in any period of twelve consecutive months, may use the facilities of the Club on payment of the appropriate fees which shall be regulated by THE BOARD OF MANAGEMENT for the time being. An Overseas Visitor shall not be allowed to tee off after 3.00pm on weekdays unless accompanied by a Voting Member and must be off the course by 12.00 noon on Saturdays and Competition days.
4.2 RESIDENT VISITOR.
A member may introduce a resident of Trinidad and Tobago as a Resident Visitor provided that no resident shall be introduced more than three times in any one calendar year. A Resident Visitor shall not be allowed to tee off after 3.00 p.m. on weekdays unless accompanied by a Voting Member and must be off the course by 12.00 noon on Saturdays and Competition days. Members of other clubs which belong to Trinidad and Tobago Golf Association may use the facilities of the Club on such terms as THE BOARD OF MANAGEMENT for the time being may decide.
4.3 DISCRETION OF THE BOARD OF MANAGEMENT.
THE BOARD OF MANAGEMENT may in their discretion change the privileges hereby afforded to an Overseas Visitor or to anyone who has resided in Trinidad and Tobago beyond the period provided for in Rule 28.
5. THE BOARD OF MANAGEMENT
5.1 (a) THE BOARD OF MANAGEMENT
The general management of the Club shall (subject as provided in Rule 5.1(b) below) be vested in a Board (described throughout these Rules as "THE BOARD OF MANAGEMENT") of nine Gentlemen and Ladies Voting Members elected annually in accordance with the provisions of Rules 5.2 and 5.4 and shall comprise a President, Vice President, Captain, Honorary Treasurer, House Chairman and Green Chairman (who shall be known as the Officers of the Club), three other members and the Chairman of the Junior Golf Committee who shall ex officio be a member of THE BOARD OF MANAGEMENT.
(b) THE BOARD OF MANAGEMENT shall at each Annual General Meeting present to the membership an income and expenditure statement and a capital budget for the ensuing financial year and THE BOARD OF MANAGEMENT’S expenditure during that year shall be limited to 110% of the total amount approved by the members at that meeting unless and until the amount is increased at a subsequent Special General Meeting.
5.2 APPOINTMENT OF COMMITTEES
The BOARD OF MANAGEMENT shall appoint committees from time to time as necessary. The members of such committees need not necessarily be members of the Board of Management.
5.3 ANNUAL RETIREMENT FROM THE BOARD OF MANAGEMENT
Seven members of THE BOARD OF MANAGEMENT shall retire each year, those two members not retiring being nominated by the outgoing Board to serve on the incoming Board for the ensuing year.
Such nominated Members shall be eligible for office if so elected under Rule 5.4.
5.4 ANNUAL ELECTION TO THE BOARD OF MANAGEMENT
Subject to Rule 5.3 THE BOARD OF MANAGEMENT shall be elected by ballot of those Voting Members present at the Annual General meeting. The ballot for election of a President. Vice President, Captain, Honorary Treasurer, House Chairman and Green Chairman and. such number of Members as may be required to complete THE BOARD OF MANAGEMENT of nine shall be taken separately. Any candidate for election as an Officer, if defeated, may stand for election as a BOARD Member. Nominations for the election of Officers and other members of THE BOARD, must be made by Voting Members, must be duly seconded by Voting Members and must be accompanied by a statement of the nominee's willingness to serve, must be forwarded to the General Manager/Secretary at least seven days before the Annual General meeting. Such nominations shall be posted on the Club Notice Board as soon as received.
5.5 PROCEEDURE AT COMMITTEE MEETINGS.
Four members of THE BOARD OF MANAGEMENT shall form a quorum. The Chairman shall have an original and a casting vote.
5.6 POWER TO EMPLOY SERVANTS.
THE BOARD OF MANAGEMENT shall have full power to employ all servants of the Club, including a General Manager/Secretary, and to fix the amount of their remuneration and also to purchase all articles and things necessary or convenient for the maintenance of the course and for the use of the Club.
5.7 POWER TO MAKE REGULATIONS.
Subject to the right of Life Members hereunder THE BOARD OF MANAGEMENT for the time being shall have the power to make such Regulations as they consider necessary for the day to day running of the Club, including the fixing of rates of entrance fees, annual subscriptions, locker rents, playing fees, green fees, visitors, fees and any other charges. A copy of the current Regulations shall be displayed on the Club notice board at all times.
5.8 POWER TO MAKE OR ALTER RULES.
THE BOARD OF MANAGEMENT shall have the power to make or alter any Rule for the current year. Notice of any such new or altered rule shall, within ten days, be sent to members and shall be submitted at the first General Meeting thereafter for confirmation and shall require the affirmative vote of two thirds of the Voting Members present and voting at such General Meeting. Failing such two thirds affirmative vote, the new rule or alteration shall cease to be valid and effective but without prejudice to anything which may have been done in the interim. Particulars of such new or altered rules shall also be sent to the members, together with a notice convening the General Meeting at which they are to be considered; Provided always that notwithstanding anything contained in these rules, no alteration in or addition to these rules or any of the Club’s regulations shall be made or confirmed which:
(a) affect the rights of Life Members, or
(b) impose any levy or charge upon such Life Members without the approval of a resolution passed at an Annual or Special General Meeting of the Club at which at least three quarters of the Life Members present and voting shall have voted in favour of such resolution.
5.9 INDEMNIFICATION OF MEMBERS OF THE BOARD OF MANAGEMENT.
For the time being and each member thereof shall be held harmless from and indemnified against all liabilities by all members of the Club for the time being, each and every one of them against all liabilities which THE BOARD OF MANAGEMENT incur in the course of the carrying out of their duties as such Committee.
5.10 VACANCIES IN THE BOARD OF MANAGEMENT.
Any casual vacancies in THE BOARD OF MANAGEMENT during the year shall be filled by THE BOARD OF MANAGEMENT until the next General Meeting.
5.11 THE GENERAL MANAGER/SECRETARY.
The General Manager/Secretary for the time being shall be entrusted with such duties in the superintendence and management of the affairs of the Club as may be laid down by THE BOARD OF MANAGEMENT. He shall attend and keep correct minutes of the proceedings of General Meetings and of meetings of THE BOARD OF MANAGEMENT but shall have no vote there at. He shall receive all entrance fees, subscriptions, and all moneys due to the Club, and his receipt shall be the only sufficient discharge. He shall keep such account books and other books, as may be necessary for the proper carrying out of the affairs of the Club. He shall present to THE BOARD OF MANAGEMENT at their monthly meeting such financial and other statements as will show the financial condition and progress of the Club from month to month.
6. CONTRACTS, PROPERTY AND TRUSTEES
6.1 CONTRACTS.
All contracts shall be approved by THE BOARD OF MANAGEMENT and signed by one officer and one board member or by one officer and the General Manager/Secretary.
6.2.1 FUNDS.
The General Manager/Secretary shall lodge all club monies in a bank or banks in Port of Spain, selected by THE BOARD OF MANAGEMENT, to the account of the Club. Such money may be withdrawn from the bank by cheque or order signed by two board members of whom one must be an officer or by one officer and the General Manager/Secretary.
6.2.2 OTHER PROPERTY.
All real and leasehold property and such investments of the club as THE BOARD OF MANAGEMENT shall direct shall be vested in a minimum of two Trustees, who shall be citizens of Trinidad and Tobago.
6.3.1 APPOINTMENT OF TRUSTEES.
Trustees shall be nominated by THE BOARD OF MANAGEMENT and their nominations shall be confirmed at the next General Meeting of the Club. They shall remain in office until death, or ceasing to be resident in Trinidad and Tobago, or resignation, or until removed by a majority of Voting Members voting at a General Meeting.
6.3.2 POWERS OF TRUSTEES.
The Trustees shall (save as hereinafter provided) have power, under the direction of THE BOARD OF MANAGEMENT, to enter into contracts with reference to such of the property of the Club as shall from time to time be vested in them; subject to the like discretion of THE BOARD OF MANAGEMENT, the Trustees shall also have power to invest Club funds and to vary investments and to borrow money for the use of the Club; provided that the Trustees shall not dispose of any real or leasehold property vested in them, nor (except for the purpose of variation) of any investments made by or entrusted to them, without the sanction of a resolution passed at an Annual General or Special General meeting of the Club at which at least three quarters of the Golfing and Honorary Members Present and voting and three-quarters of the Life Members present and voting shall have voted in favor of such resolution.
6.3.3. ALL DIRECTIONS TO TRUSTEES IN WRITING.
All directions to the Trustees with reference to the above shall be in writing signed by the President of the Club for the time being (or in his absence the Vice President) and one other member of THE BOARD OF MANAGEMENT and any such direction shall be obligatory upon and shall effectively indemnify the Trustees and each of them for any acts done by them, or each of them, in pursuance of such directions.
6.3.4 INDEMNIFICATION OF TRUSTEES.
The Trustees shall be held harmless and indemnified by all the Members of the Club for the time being who are citizens of Trinidad and Tobago and each and every one of them against all liabilities which they may incur by reason of anything done by them by virtue of any direction given to them in accordance with the provisions of these rules.
7. GENERAL MEETINGS
7.1.1 THE ANNUAL GENERAL MEETING of the Club shall be held at such time as THE BOARD OF MANAGEMENT shall decide but not later than the last day of March following the closing of the Club's financial year, at least seven days' notice shall be given to the members of the date when such meeting is to be held. Twelve voting members shall form a quorum. The Officers and Board of Management shall be elected at this meeting and a statement of the affairs of the Club made up to the end of the last financial year and duly audited shall be submitted by the Honorary Treasurer.
7.1.2. SPECIAL GENERAL MEETING.
THE BOARD OF MANAGEMENT may call a Special General Meeting of the Club whenever they deem it necessary and shall do so upon the written requisition to the General Manager/Secretary of at least seven Golfing Members. The members to have at least seven days' notice of such Special General Meeting. Twelve to form a quorum.
8. WINDING UP
8.1 WINDING UP.
The Club shall not be wound up voluntarily without the sanction of a resolution passed at an Annual or Special General Meeting of the Club at which at least three-quarters of the Golfing and Honorary Members present and voting and three-quarters of the Life Members present and voting shall have voted in favor of such resolution.
9. MISCELLANEOUS
9.1. COMPLAINTS AND SUGGESTIONS.
These must be made in writing on the forms provided for the purpose which shall be reviewed at each meeting of THE BOARD OF MANAGEMENT.
9.2 CUSTODY OF CLUBS AND EQUIPMENT.
Members leaving equipment and other property at the Club do so at their own risk. No member shall be allowed to take another member's clubs or equipment except on production of a written permit to that effect or unless the owner so advises the caddie master or any senior member of the staff in person.
9.3 PROFESSIONALS.
The Club may license any number of professionals whose fees for tuition shall be fixed by THE BOARD OF MANAGEMENT and displayed on the Club notice board.
9.4 HOURS OF OPENING AND CLOSING.
The Club shall be opened from 7.00a.m. to 10.00p.m. daily. THE BOARD OF MANAGEMENT may by resolution, extend the closing hours on any specified day.
9.5 ANIMALS.
No animals shall be allowed on the Club premises.
10. COURSE AND PLAY
10.1 CLOSING OF COURSE.
THE BOARD OF MANAGEMENT may close the course to visitors or members at any time.
10.2 PLAY.
Play shall be governed by the Rules adopted by the Royal and Ancient Golf Club of St. Andrew's with the exception or modification made by local rules as determined by THE BOARD OF MANAGEMENT.
10.3 HANDICAPS.
Handicaps will be allotted under the system adopted by the Trinidad and Tobago Golf Association.
10.4.1 COMPETITIONS.
THE BOARD OF MANAGEMENT shall authorize and arrange all such competitions as they deem necessary and desirable and may make, alter or rescind regulations governing the holding of competitions.
10.4.2 NO HANDICAP.
Members taking part in any competition who have not been allocated a handicap by THE BOARD OF MANAGEMENT shall play off scratch.
10.4.3 POSTING ON NOTICE BOARD RE COMPETITIONS.
Club competitions will he posted at least seven days before they take place. This Rule does not apply to the monthly medal competition.
10.4.4 ENTRY IN COMPETITIONS.
Members wishing to enter a competition must hand in their names to the Competition General Manager/Secretary or his Deputy, or themselves enter their names on the sheet provided not later than the time fixed by him. The Competition General Manager/Secretary shall fix the time and order of playing.
10.4.5 UNFAVOURABLE WEATHER.
If on the day appointed for a prize competition the weather proves unfavorable, the competition may be postponed by a majority of members of THE BOARD OF MANAGEMENT present and the General Manager/Secretary, and notified to the members and in the absence of any member of THE BOARD OF MANAGEMENT by the General Manager/Secretary. If the course is closed under Rule 10.5 the competition shall be postponed. THE BOARD OF MANAGEMENT shall have power to cancel a postponed competition.
10.4.6 VISITORS AND GUESTS MAY NOT ENTER.
Visitors and guests, except those allowed by THE BOARD OF MANAGEMENT may not enter any of the Club's competitions.
10.4.7 FEES.
The fee charged for competitions shall be at the discretion of THE BOARD OF MANAGEMENT and the amount so collected shall form a prize fund to be disposed of by THE BOARD OF MANAGEMENT. This Rule does not apply to ladies competitions.
10.4.8 MINIMUM NUMBER OF ENTRIES FOR MONTHLY MEDAL.
No monthly medal competition shall be valid unless fifteen members at least have entered for the same. This rule does not apply to ladies competitions.
10.4.9 PLAYERS IN COMPETITIONS PASSING OTHER MATCHES.
Any match playing in a competition promoted by the Club shall be entitled on request to pass any other match.
10.4.10 SHELTERING FROM RAIN.
In a stroke competition players may shelter from rain but, if as a result of sheltering they are unable to finish, they shall be disqualified.
10.5 COURSE UNPLAYABLE.
THE BOARD OF MANAGEMENT shall have the power to declare the course unplayable at any time. A majority of THE BOARD OF MANAGEMENT Members present may declare the course unplayable and in the absence of any member of THE BOARD OF MANAGEMENT the General Manager/Secretary, the Professional or the Course Superintendent may close the course.
10.6.1 STANDING ON THE COURSE.
On request being made, a four ball must allow any two ball, threesome or four-some to pass provided there is a clear hole ahead.
10.6.2 STARTING HOLE.
No player may start at any hole except the first or tenth unless THE BOARD OF MANAGEMENT rules otherwise for a specific occasion.
10.6.3 SINGLE PLAYER.
A single player has no standing on the course.
10.6.4 CALLING THROUGH.
If a match fail to keep its place on the course and lose more than one clear hole on the players in front it must invite the match following to go through.
APPENDIX
LIFE MEMBERSHIP
1. Applicants.
(a) Only Golfing Members shall be entitled to be registered as Life Members.
(b) The number of Life Members shall be limited to 100 males and 35 females.
2. Registration.
(a) The General Manager/Secretary will keep a Register of Life Members showing separately male Life Members numbered from 1 - 100 and female Life Members numbered 1 -35.
(b) Every Life Member entered as such in the Register of Life Members shall without further payment be entitled to a certificate under the hand of the General Manager/Secretary and a member of THE BOARD OF MANAGEMENT specifying the Life Membership held by him.
(c) If a certificate is defaced, lost or destroyed, a duplicate will be issued on payment of such fee not exceeding $15.00 as THE BOARD OF MANAGEMENT shall see fit and on such terms if any as to evidence of identity as THE BOARD OF MANAGEMENT see fit.
(d) Entry of a member in the Register of Life Members shall be conclusive evidence of such Life Membership. Except as required by law no person shall be recognized by the Club as holding any Life Membership under any trust and the Club shall not be bound by or be compelled in any way to recognize (even when having notice thereof) any equitable, contingent, future or partial interest in any Life Member.
3. Transfer and Redemption.
The holder of Life Membership and his personal representatives or Committee will be entitled to transfer the Life Membership to another Golfing Member subject to the provisions of this Rule.
(a) Any Life Member (or personal representative or Committee of a Life Member) intending to transfer a Life Membership shall give notice of such intention to THE BOARD OF MANAGEMENT (such notice to be called "a transfer notice") and the Club shall have the option, exercisable within 21 days of the receipt of such transfer notice of redeeming the Life Membership at a price of ten times the current annual subscription for a male Golfing Member (if the Life Membership is owned by a male) or for a female Golfing Member (if the Life Membership is owned by a female) or for the issue price of the Life Membership (namely $7,500 or $3,500 for male and female respectively) whichever sum is the greater.
(b) If the Club acting through THE BOARD OF MANAGEMENT fails to exercise the option to redeem a Life Membership on receipt of a transfer notice then such Life Membership may be transferred at any time within three months from the expiration of such option without any further transfer notice being given.
(c) On any transfer taking place the transferee shall pay to the Club a fee representing the annual subscription payable by such transferee at the date of the transfer.
(d) On payment of such transfer fee and production of evidence of the transfer to the satisfaction of THE BOARD OF MANAGEMENT the transferee shall be entitled to be registered as a Life Member.
(e) A Life Membership once redeemed by the Club shall not be re-issued.
